POSITION SUMMARY:

The primary role of the Director of Fair and Equitable Opportunity will be to ensure equitable access to housing, lending, and other financial products through fair housing and fair lending testing and enforcement activities.

The Director will oversee civil rights litigation matters and collaborate with other department directors to bring forth systemic cases for litigation. The ideal candidate will have experience with civil rights enforcement, investigation, and/or testing programs. The Director will be vital in developing and implementing a comprehensive program dedicated to creating public and private sector partnerships that promote racial and cultural equality, opportunity, and diversity. This includes overseeing federally funded projects under the Department of Housing and Urban Development’s (HUD’s) Private Enforcement Initiative Component.

The Director will be responsible for building systems and developing infrastructure to support NCRC’s efforts to ensure equitable access to fair housing and financial services through the implementation of federal partnerships, investigation of civil rights complaints, systemic fair housing testing projects,” education and outreach, and other tools and best practices. The Director will supervise staff and be NCRC’s point of contact for fair housing, fair lending, and consumer protection matters. Responsibilities include representing NCRC at meetings, conferences, training sessions, and events at the direction of the NCRC executive leadership.

ESSENTIAL FUNCTIONS:

Program

  • Oversee fair housing, fair lending, and other related programs and initiatives related to equitable access and opportunity.
  • Oversee fair housing and fair lending training for members, community groups, universities, government, and industry, including drafting fair lending curriculums to train housing counselors and housing professionals and conducting training of testers and test coordinators.
  • Brief members of Congress and federal regulators on fair lending and housing issues as needed.
  • Provide technical assistance to members and civil rights groups.
  • Work with NCRC’s Corporate Counsel in developing innovative, complex discrimination complaints for enforcement through the administrative process at HUD (Housing and Urban Development) and in the Federal District Court.

Supervise

  • Provide direction to staff and consultants assigned to the department to ensure that the tasks delegated to them are satisfactorily completed in a timely manner and that they provide high-quality service.
  • Ensure staff have access to training and professional development related to their current role and professional growth within NCRC.
  • Support staff by intervening and directly managing clients with unique challenges.

Evaluation

  • Develop and implement department strategy and annual work plan.
  • Oversee all program grants and ensure that all reports, correspondence, and other requests for information are delivered promptly to all grantors.
  • Build relationships and collaborate with external partners that will enable the department and NCRC to achieve its goals.
  • Collaborate with other departments to conduct best practices research and identify emerging fair housing and consumer protection issues for coalition engagement.

Budget, Fundraising, and Development

  • Manage the department budget to ensure adequate resources are available to fulfill the department’s goals and objectives.
  • Provide detailed administrative reports for submission to funders.
  • Work with NCRC leadership to design and develop an appropriate staffing and organizational plan to support department activities.
  • Work with the development team to identify and leverage resources to support the department's goals and objectives.
  • Support departmental and organization-wide fundraising efforts to identify, assess, and for funding opportunities from foundations and governments; oversee grants management and reporting related to the department’s funding sources.

COMPETENCIES:

Commitment- Demonstrated commitment to supporting the development needs of low- and moderate-income communities.

Oral Communication- Excellent communication skills and should be able to speak comfortably with and write professionally to Members of Congress, staff members, NCRC board members, and other stakeholders, including grassroots activists.

QUALIFICATIONS:

  1. Preferred: JD with three years’ experience overseeing and implementing fair housing testing programs for a non-profit or related organization.
  2. Minimum required: Bachelor’s degree with five years experience managing teams and implementing related programs.
  3. A proficient understanding of laws and regulations related to fair housing, fair lending, and consumer protection.
  4. Willing to travel extensively.
  5. Exceptional written and oral communication skills.
  6. Strong organizational abilities, including excellent attention to detail and ability to prioritize and multi-task.
  7. Team player who works well in a small, fast-paced, highly collaborative environment.

This position offers a hybrid working environment from our offices on 15th Street in downtown Washington, DC, near The White House. Our offices are open five days a week, with Tuesday, Wednesday, and Thursday as in-office Community Days for all Washington, DC area based employees. Monday and Friday are designated remote work days where employees may choose to work remotely. For Community Days (Tuesday, Wednesday, and Thursday), all Washington, DC-based employees must be in the office on Tuesday and Thursday. Employees must be in the office on Wednesday when scheduled in-person meetings or other events occur. Wednesday should not be viewed as an additional remote workday.

Salary range: $105,500 - $150,000, commensurate with experience
