    Description

    The Senior Homeownership Development Program Analyst will serve as OHCS’ authority and technical expert for the Homeownership Development program, a state program that utilizes proceeds from sources to be determined to develop affordable homeownership housing for lower-income Oregonians. Responsibilities include planning, directing, and managing the Homeownership Development Program and deliverables, by initiating policy and ongoing policy changes to meet the changing community needs and financing environment in conformance with OHCS goals and objectives; responding to legislative mandates; ensuring that the program supports the Statewide Housing Plan and ensuring compliance with State requirements to mitigate risk to OHCS; updating/writing program guidelines, policies, administrative rules and procedures, as needed; reviewing and updating changes to statute. Responsibilities also include updating all written materials, which describe the use and purpose of the Homeownership Development Program, as well as Notice of Funds Available (NOFA), program fact sheets, website description, and other program materials on an as-needed basis. The position will coordinate and manage all aspects of the annual NOFA process.

    The Homeownership Development program intersects with other federal and state affordable housing programs. The Homeownership Development Program Analyst collaborates with other internal program managers, Section staff, as well as external stakeholders. The person in this position will also conduct research and use creative problem solving to build effective partnerships and resolve issues in the development of affordable housing.
